In democratic systems, an important criticism is that masses are not allowed to participate in public policy formation: directly. Experts, politicians, and elites are dominating pc group in policy making, and mass participation is abandoned because it is costly, time consuming and complicated. To solve this problem, a model is introduced, which has two dimenstions: purpose of participation and nature of alternative to decide about it. It is claimed that by application of the model, mass participation in public policy formation is achiewed and consolidation of democratic systems is guaranteed.

The learning corparate is the one in which the learning capacity has been valued in all of levels of it, also it acquires new knowledge and utilize the knowledge, in its behaviors and systems. In this paper twelve indicators are indicators are conciderated, and on the basis of that is prepared a questionnaire for studying learning capacity.
On the basis of the consequences of this reaserch, the learning capacity of industrial corporations, is about fifty percent. These concequences indicates that many of corporations cann’t be succesfull in both quality and quantity of theirs outputs and also creativity, innovation, and acquiring the satisfaction of theirs customers.

Typically, the local organizations are lacking in productive efficency in order to be accountable to the wants. needs and expectations of their related environments, while they are continuously judged and evaluated as the government repesentatives, moreover, owing to be the absence of expert O.D. practitioners and inacessibility to the academic and research centers, such organizations are practically unable to solve the problems confronted them.
Thus, the establishment of Local Clinies for system Development, as a new horizon of knowledge, idea and initiative, will help the local organizations to solve their problems more successfully and will further contribute towards institutionslization of O.D. techniques with those organizations.

Regarding necessity of performance evaluation and business excellence achievement, the paper is trying to present a business excellence model (BEM) through the combination of two qualitative and quantitive approach in evaluation which are the models taken from total quality management (TQM) and data envelopment analysis (DEA) the model discussed. Covers all the advantages of the two models and Reduces the deficiencies as much as possible.
By reviewing BEMs, in this research the appropriate criteria are identified to performance evaluation and business excellence and are also applied in DEA which practices tangible inputs and outputs to evaluate the organizations.

“The Iranian Exports Promotion Center” in an annual event selects the exemplary exporters to award them prizes and allocate special facilities to them. This article critically examinies this modus operandi and suggests the appropriate method to perform such task. Also attempt has been made to determine valid selection criteria as regards the nature of industry and to use the Fuzzy logic in respect of selection criteria and their ranking on the basis of topsis. The certain industry has been taken up as a case study for selection of exemplary exporters where by generalizations can be made about other industrial groups.

The science of Management information systems (MIS), considerrate as one of the branches of the sciences of systems, is less than 40 years old. Although this new scientific paradigm has gone through considerable changes, in comparaison with its related sciences as information and communication technology (ICT), artificial intelligence, and cognitive sciences, will have challenges to deal with.
The concept of Mis, coming into existance around 1965 in the united states, quickly became popular in most of the academices centers of the world, specifically in the department of management. It could be said that this new scientific’s trend had almost passed through two third of its revolution upto 1875, and since then its development has considerably slowed down.
Many of the researchers and scientists have done a great deal of important studies, and research about Mis, each of which dealing with the issue from a different point of view. .
Considerable analyse and evaluations have been published in this regard.
In this essay, the ideas and view of well known researches have been reviewed, and the results of some of the field researches have been prsented. Finally, some suggestions and solutions have been rendered.

Economic Reforms which has began in China from 1970’s made important economic souvenir and opened the way towards industrial modernization. Use of free trade advantage through setting up and development of free zones, namely, special economic zones and adoption of new policies, made this country powerful to reach the economic growth rate amounting to 9 percent in 25 years ago, so it appeared actively and efficiently in international economy.
In this context, present paper aims to represent lessons from China’s experiences in regard to management and policy making in special economic zones. In an evaluation some important factors have been identified for performance of special economic zones in the field of export promotion, attraction of foreign investment, infrastructural development pattern and employment generation.

Evaluation of public higher education institutions with its nature and its importance in educational system is one of the broadest and most challenging issues of higher education.
It must control all the functions of educational systems and be established from the beginning of thinking about university programs to be sure its mission and purposes have been achieved.
But based on our findings , public higher education institutions in iran lacke a model for measuring their effectiveness and are not able to evaluate their performance. There fore this article presents a three dimentional model for measuring effectiveness of universities and evaluating their performance as well.

This eassy mainely aims at studing the Islamic system of management, in modern world today enhancement of the society is basically due to the management system of that society.
