In modern, management literature, the importance of the ‘policy’ as the public organizations’ behavioral pattern, particularly, the administrative system, emphasized.
While the effective life of the admistrative system depends on the effectiveness of this behavioral pattern, therefore desirable policies must be designed and implemented that lead to the effective performance administrative system. On the basis, this article first, develops the concept of “desirable” in policymaking process and from this point of view analyzed and evaluated the policy. Then by review of existing literature, policymaking attitudes and patterns introduced and based on the purpose of the article, theoritical fundaments of “Strategic contingency attitude” developed.
Author from the result of issues suggested the strategic contingency attitude as a desirable attitude of policymaking in administrative and by using from this attitude, describes to tend the policy. Finally, on the bases of strategic contingency attitude framework, desirable policymaking problems in the administrative system described.
