Evaluation of public higher education institutions with its nature and its importance in educational system is one of the broadest and most challenging issues of higher education.
It must control all the functions of educational systems and be established from the beginning of thinking about university programs to be sure its mission and purposes have been achieved.
But based on our findings , public higher education institutions in iran lacke a model for measuring their effectiveness and are not able to evaluate their performance. There fore this article presents a three dimentional model for measuring effectiveness of universities and evaluating their performance as well.
