Abstract

The extra - territorial jurisdiction of criminal Statutes is among the main discussions of the international criminal law. There have been different discussions on the fact that if countries have the right of enactment of criminal law outside their territories.
Today most lawyers believe that countries have this right in special cases. However, this improvement of jurisdiction does not mean intervening in the affairs of other countries and never causes damage to their sovereignty; since it merely means that contries have the right of judicial trial in these special cases, upon their own laws. It does never mean that they have the right to take measures in the territory of other countries for exercising their own jurisdiction, e.g. to send their agents to other countries for arresting offenders.
